«The Opera pia Gallio was founded by Tolomeo Gallio on 8 June 1601, with a notarial deed drawn up in Rome by notary Gerolamo Fabrio de Trevio. The Cardinal of Como thereby formalized what had already been decided on January 10th of the same year with Giovanni Battista Marchesi notary of Como, or rather the donation of 50,000 scudos pro subventione et auxilio pauperum et piorum locorum civitatis et districtus Comi, patriae suae dilectissimae» (C. The charitable institution provided for the annual distribution of fifteen dowries for «zitelle povere» (poor spinsters) and 2,400 lira for poor people, primarily «poveri vergognosi, persone di elevato livello sociale poi cadute in povertà e che quindi si vergognavano di essere considerate fra gli altri poveri».
Six administrators were in charge of managing the Opera: in a permanent manner it was run by the Bishop of Como and the first-born son of the Gallio family, while the other four were chosen amongst a short list of names presented respectively by the cathedral chapter, the decurions of the city, the Compagnia della Misericordia and the Ospedale Maggiore.
The meetings were held at the diocese or, in his absence, at the home of the Gallio family.
«Benché sino all'estinzione della famiglia fondatrice le redini del Pio luogo venissero tenute dagli eredi del cardinale, il vero cuore dell'Opera pia fu la curia vescovile di Como», so that «le incombenze proprie del cancelliere saranno assunte dai vescovi comaschi ».
